Title	Service contract for assessment of the modalities for light-duty vehicle CO2 regulations beyond 2020.
Description	This will provide the Commission with an assessment of the impact of possible legislative elements ('modalities') for the impact assessment accompanying a post 2020 light-duty vehicle (cars and light commercial vehicles) regulatory framework.The work should result in assessments of the impacts and desirability of different modalities for the period up to 2030 with outputs required for 2025 and 2030. The assessment shall enable the Commission to reach conclusions on the choice of modalities for the future CO2 regulations including the appropriate stringency. Where appropriate this will include an analysis of the impact of policy options on costs and distributional impacts on manufacturers and classes of vehicles. It shall provide a comprehensive assessment of the social equity, competitive neutrality, technological neutrality, international competitiveness, impact on the EU economy, achievability, compatibility with the necessary emissions trajectory and overall cost effectiveness for the options considered.It is expected that quantitative analysis will be carried out and relevant final tools such as spreadsheets including underlying assumptions and data will be provided to the Commission.
