Invasive alien species - prioritising prevention efforts through horizon scanning.
Invasive alien species (IAS) are species that are transported outside of their natural range across ecological barriers, due to human action, that establish and spread in their new location and cause negative impacts on biodiversity, society and the economy. IAS are estimated to have cost the EU at least 12 000 000 000 EUR/year over the past 20 years, and the damage costs continue to increase. To effectively tackle the problems linked to IAS, the Commission has proposed a dedicated regulation, seeking to prevent the entry of IAS, to set up a system of early warning and rapid response and to more effectively manage the IAS that have established and spread.The approach chosen is one that seeks to prioritise action on a common set of species considered of EU concern because of the magnitude of their impact, on the basis of risk assessments. Given that new IAS continuously enter the EU, the list of species of Union concern will need to be a dynamic one, able to adapt to an evolving situation and thus be fit to tackle the challenges ahead. Moreover, the focus should be first and foremost on prevention.Thus, this study aims at devising the necessary methodological framework to be able to select potential IAS (horizon scanning) in order to screen for major future threats to the Union in order to prioritise future risk assessments on the worst potential invasive alien species. This study will go beyond the existing work on risk assessment and set the scene for future preventative work.
