European blockchain observatory and forum - setting up and running a European expertise hub on blockchain and distributed ledger technologies - SMART 2017/1130.
Blockchain (or DLT) is considered to have a breakthrough impact and make processes more democratic, secure, transparent and efficient. It has a variety of applications in multiple industries (e.g. financial services, logistics, supply chain, eGov, health, social goods delivery, energy, IPR management, etc.). The technology is in its infancy and a series of challenges (e.g. governance, legal, regulatory issues, interoperability, scalability) need to be addressed. Therefore the Commission is setting up an EU blockchain observatory and forum to monitor and analyse blockchain fast-evolving developments and emerging issues, in an open and agile way. It will build on existing initiatives and organise workshops/events around topics of relevance for actions at EU level, in view of setting the right conditions for a transparent, trustworthy and EU law compliant environment. It should play a proactive role to help the EU to stay at the forefront, build expertise and show leadership in the field.
