Collection rates of waste electrical and electronic equipment (WEEE) - possible measures to be initiated by the Commission as required by Articles 7(4), 7(5), 7(6) and 7(7) of Directive 2012/19/EU on WEEE.
The Commission is launching this contract concerning the collection rates of waste electrical and electronic equipment (WEEE) pursuant to Articles 7(4), 7(5), 7(6) and 7(7) of WEEE recast Directive (Directive 2012/19/EU).The objective of the contract is to produce a study which will lay the basis for the reports, delegated and implementing acts, impact study and possible legislative proposals required from the Commission in accordance with Articles 7(4), 7(5), 7(6) and 7(7) of the Directive.The main tasks of the contract are:a) development of a common methodology for the calculation of the quantity of WEEE generated by weight in each Member State and application of this methodology to individual countries;b) development of a common methodology for the calculation of the weight of EEE placed on the national market of each Member State;c) analysis on the possibility of setting individual collection rates for one or more categories set out in Annex III of the Directive, particularly for temperature-exchange equipment, photovoltaic panels, small equipment, small IT and telecommunication equipment and lamps containing mercury;d) additional tasks:a. description of possible difficulties faced by the Member States in adhering to the requirements laid down in Article 7(1);b. analysis of the likely impact of possible changes to the deadlines relating to the collection rates set by Article 7(1);c. analysis of the likely impact of a possible revision of the collection rate based on WEEE generated.Proposals for possible solutions.
