Invasive alien species - framework for the identification of invasive alien species of EU concern.
Invasive alien species (IAS) are species that are transported outside of their natural range across ecological barriers, due to human action, that establish and spread in their new location and cause negative impacts on biodiversity, society and the economy. IAS are estimated to have cost the EU at least 12 000 000 000 EUR/year over the past 20 years, and the damage costs continue to increase.To effectively tackle the problems linked to IAS the Commission will propose a dedicated legislative instrument, seeking to prevent the entry of IAS, to set up a system of early warning and rapid response and to more effectively manage the IAS that have established and spread.In order to guarantee harmonised and prioritised action at EU-level, the legislative instrument will focus on a common set of IAS of EU concern. This study aims at devising the necessary methodological framework to set up a list of IAS of EU concern.The list of IAS of EU concern will need to be underpinned by scientific evidence in the form of risk assessment. However, in the EU there is no harmonised standard risk assessment methodology for assessing the risks posed by IAS. By providing an up-to-date review of IAS risk assessments, developing the minimum standards necessary to ensure a risk assessment is fit for purpose and critically examining existing IAS risk assessment methodologies in the light of these minimum standards, this contract will provide the necessary support to the development of an initial list of IAS of EU concern.
