Title	Support for the development of new and enhancement of existing measurement, reporting and verification modalities under the UNFCCC and preparation of the 2nd EU biennial report (2 lots).
Description	The tender consists of 2 separate lots:1) support for the development of new and enhancement of existing measurement, reporting and verification modalities under the UNFCCC; and2) preparation of the 2nd EU biennial report.Each lot shall be considered independently at the evaluation stage, and also throughout the implementation stage. A tenderer can apply for 1 or both lots.Objectives regarding lot 1 'Support for the development of new and enhancement of existing measurement, reporting and verification modalities under the UNFCCC':(1) provide necessary technical input and expertise to the Commission services to enable their meaningful contribution to the process for the development of new or enhanced modalities and guidelines for the measurement, reporting and verification (MRV) of the information submitted by parties to the UNFCCC and their meaningful contribution in the area of MRV to the process for the development of a protocol, another legal instrument or an agreed outcome with legal force under the Convention applicable to all parties.Objectives related to lot 2 'Preparation of the 2nd EU biennial report':(1) provide input to the preparation of the 2nd biennial report on behalf of the European Union, including a draft 2nd biennial report, in the form of zero/first/second/and third order drafts;(2) provide background materials in regard to methods of information and data collection for the needs of the preparation of the 2nd biennial report;(3) provide supporting documents that could be used during the review process of the 2nd biennial report.
