Title	Assistance in the Analysis and Set-up of a Competitive Bidding Mechanism for Contracts for Difference, Carbon Contracts for Difference or Other Comparable Schemes under the Innovation Fund
Description	The service contract will need to analyse the rationale and most suitable cases for the application of competitive bidding under the Innovation Fund – in addition the current form of support allocation (grants and PDA). It will serve for the preparation of the Delegated Act (and notably its impact assessment) once ETS Directive revision is agreed. In the second stage, it will also provide a continuous support in establishment of the first auctions by defining all necessary elements of the calls and calculating the necessary budget earmarking.
