African Continental Qualifications Framework: links and synergies with African Continental Free Trade Area – exploratory study
Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle valueprocedure.

The services aim to identify and propose a range of policies and mechanisms enabling synergy and mutually reinforcing interplay and cooperation between ACQF and AfCFTA. The two major outputs of the services are interconnected. The first step is a concise review of policies and mechanisms supporting cooperation between Regional Qualifications Frameworks (RQF) and regional free trade policies (2 examples, including European Union-EU). The second step is a concise report addressing the key questions and potentialities for complementarity, synergy and cooperation between ACQF and AfCFTA. The outputs of the two steps will be integrated in one single report.

Conditions for participation
Given the subject of the contract, participation in this procurement procedure is open to all natural and legal persons that are established (domicile or headquarters respectively) in the EU, the ETF partner countries, including African Union (for the full list see the tender dossier or visit www.etf.europa.eu), Iceland, Norway and Liechtenstein and to international organisations. Tenderers must ensure that none of the involved entities are subject to EU restrictive measures adopted under Article 29 of the Treaty on the European Union (TEU) or Article 215 of the Treaty on the Functioning of the EU (TFEU). The prohibition applies throughout the whole performance of the contract. Please note that the EU Official Journal contains the official list of entities subject to restrictive measures and, in case of conflict, it prevails over the list of the EU Sanctions Map. For UK tenderers: Please note that you may not participate in this procurement procedure.
