Consultancy services for the development of a corporate resource and project management solution in Microsoft ecosystem
Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle valueprocedure.

The final goal of the project is to deliver an integrated system of tools which, combined, will be used to support the ETF corporate planning, monitoring and reporting functions. This integrated solution shall enable the ETF users to assign, plan, monitor and manage the human and financial resources for the implementation of the ETF Work Programme and the related annual and multiannual projects. It will allow a uniform, guided and simplified user experience that will enhance digital collaboration in the ETF for the optimization of the overall workflow in project management. The two key components of the solution are the project management tool and the reporting tool, that together will provide the core functionality of portfolio management. • The project management tool (Microsoft Project - Online/for the web) where, on a daily basis, staff work to plan and adjust the activities for their projects. The tool(s) will need to be further customised and aligned to the ETF needs (see below under ‘Development’). • The reporting tool should be able to gather and visualize aggregated and detailed information coming from different sources. It will provide a centralised, separate landing page allowing staff to access all information needed for the monitoring of progresses in different levels of aggregation: the aggregate information will allow monitoring of resources consumption, of progresses against objectives and outcomes, and more in general will feed into the monitoring of the corporate KPIs, productivity and quality indicators. The project envisages high intensity work from June to December 2022 (under Phase A (Architectural) and Phase B1 (Development). Continuous improvement and/or additional requests from January 2023 to December 2023 (Phase B.2: Support service), with optional additional year.

Conditions for participation
Given the subject of the contract, participation in this procurement procedure is open to all natural and legal persons that are established (domicile or headquarters respectively) in the EU, North Macedonia, Albania, Montenegro, Serbia, Bosnia and Herzegovina, Kosovo, Iceland, Norway and Liechtenstein and to international organisations, Georgia, Moldova and Ukraine. For UK tenderers: Please note that you may not participate to this procurement procedure. Tenderers must ensure that none of the involved entities are subject to EU restrictive measures adopted under Article 29 of the Treaty on the European Union (TEU) or Article 215 of the Treaty on the Functioning of the EU (TFEU). The prohibition applies throughout the whole performance of the contract. Please note that the EU Official Journal contains the official list of entities subject to restrictive measures and, in case of conflict, it prevails over the list of the EU Sanctions Map.
