This call for tender implements the CEF work programme 2015 as regards the automated translation building block. The call for tender consists of 3 lots with the following objectives: — acquisition of MT systems and necessary processing modules and related services for CEF automated translation (lot 1), — deepening and extending the language resource coordination and collection effort, including related legal and technical work (building language resource repository and providing an IPR support and clearance helpdesk) (lot 2), and — acquisition of additional language resources and related refinement/processing services (lot 3).

Supporting the acquisition of MT systems and necessary processing modules and related services for CEF automated translation
The short-term objective of actions under this lot is to support the acquisition of MT systems and necessary processing modules and related services for the purpose of building the CEF automated translation platform. The activities performed by the contractor will assist the European Commission (EC) in selecting tools and services which it will purchase for their use in the CEF automated translation building block. The action requested under this lot is not to purchase (except obtaining licences for evaluation use) the MT systems and processing modules, but to evaluate them in real-world situations and document the result of the evaluation. The systems to be evaluated include tools/services such as MT engines/services for specific language pairs and/or domains, tools/services for data pre-processing (terminology extraction, corpora cleaning, aligning, anonymising language resource datasets, etc.); tools/services for assessing ‘in-domain-ness/in-domain relevance’ of language resources, tools/services for assessing the quality of MT output, for post-processing of the MT output or for choosing the best MT engine for a given translation request, etc.
Deepening and extending the language resource coordination and collection effort, including related legal and technical work
The overall objective of the actions under lot 2 is to manage, maintain and coordinate the relevant language resources in all official languages of the EU and CEF-associated countries, in order to improve the quality, coverage and performance of automated translation systems and solutions in the context of current and future CEF digital services. It will also raise awareness and promote the acquisition and continued identification and collection of language resources. The specific objectives include: — setting up and operating a language resource repository to host language resources needed to train, adapt and support the MT systems of CEF automated translation platform, — setting up and operating an intellectual property rights (IPR) support and clearance helpdesk for language resources, integrated with the language resource repository management, — complementing and continuing the language resource coordination activities undertaken by European language resource coordination (ELRC) service contract (SMART 2014/1074), running from April 2015 to April 2017. For background information, the tasks of the ELRC service contract are to: — improve the availability and simplify access to the language resources, especially those held/produced by the public sector at all levels of government (national, regional, local) in the EU Member States and CEF-associated countries, — act as an observatory for language resources across the EU Member States and CEF-associated countries, identifying, cataloguing and documenting language resources that can be used for automated translation, especially parallel text corpora, — reach out to and raise awareness among public administrations and other stakeholders (for example, relevant NGOs) about the value of language resources, in particular parallel corpora, and encourage them to make them available and accessible to the CEF automated translation platform, — clarify legal issues and commercial issues related to language resources (intellectual property situation, privacy classification and conditions of use of the language resources).
Acquisition of additional language resources and related refinement/processing services
The overall task of this lot is to implement the acquisition of additional language resources and related refinement/processing services (with e.g. anonymisation) and their provision to the language resource repository of the CEF automated translation platform. The short-term objective is to acquire high-quality IPR-cleared language resources (parallel corpora) in all CEF languages in topical areas relevant to CEF DSIs. The long-term objective is to contribute and complement the language resource collection in the Member States (coordinated by lot 2), in view to reach an acceptable level of automated translation quality in key areas of CEF DSIs, where multilingual functionalities are needed.
