Title	EEA/HSR/R0/22/003 - Branding, interactive media design and communication support services for the European Partnership for the Assessment of Risks from Chemicals (PARC)
Description	Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle value procedure (read more here). The European Environment Agency wishes to acquire creative services in the field of online graphic design including the development of interactive elements. The aim of the contract is to provide the following services: preparation of a full project identity, graphic design and production of a series of products which will mainly consist of non-interactive products (i.e., leaflet, roll-up, magazine, etc.) and interactive/online products (i.e., interactive infographics, microsites, animated visualisations, motion graphics, etc.), as well as the design (not the implementation) of the new website of the project PARC (European Partnership for the Assessment of Risks from Chemicals). The mentioned products will target policy-makers, scientists and other stakeholders, including the general public, about issues related to the field of chemicals and how to better protect human health and the environment.

Access to procurement

The EEA can only sign a contract with an entity that has access to the market. Currently, this applies to natural and legal persons from one of the 32 EEA member countries and to all natural and legal persons established in a third country that has a special agreement with the European Union in the field of procurement on the conditions laid down in that agreement. At this point in time, tenderers established in one of the following countries are eligible: EU-27, Iceland, Liechtenstein, Norway, Switzerland and Turkey; under the stabilisation and association agreements: Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, Serbia and Kosovo under the UN Security Council Resolution 1244/99.
