Multiple framework contracts in cascade for organisational development consultancy services in the EU institutions, Agencies and other bodies - HR/R3/PO/2015/005.
These framework contracts in cascade provide organisational development services to departments of the European institutions, bodies and agencies (referred to as ‘clients’ for projects under this framework contract).These services aim at:— helping departments to identify the most effective processes to deliver on priorities in a given context and framework,— developing strategic leadership, thinking and planning, for senior managers and throughout the organisation,— strategically using participation and collaboration to mobilise the collective intelligence available inside the organisation and across Europe-wide networks or stakeholder fields, in order to inform European policies and internal strategies,— supporting culture change and innovation where needed,— sharing of knowledge and know-how,— developing new practices and metrics to evaluate impact,— developing and making fuller use of the talents of all staff,— developing individual and collective resilience and agility to face change.Types of services foreseen:Consultancy projects are varied and always context-specific. The contractor will define the exact services or mix of services for each project, in close partnership with the client. They will not provide ready-made or standard solutions or methodologies. Therefore, consultants are neither advisors nor experts on the subject matter of the project.Services concerned are:Process consultancy, including:— exploring the client's context and needs,— clarifying the purpose of the project,— agreeing with the client the actions to undertake,— designing the intervention,— facilitating/hosting the intervention,— collecting and processing results,— following up including evaluation and feedback to the client.Capacity-building activities on organisational development practices (for example organisational development, organisational design, process consulting, coaching, strategic leadership, participative processes, co-development, experiential learning, action learning, graphic recording), including:— design and delivery of training seminars for managers and staff: contracting authorities will order from the contractor either existing courses or the development of new ones to meet new needs throughout the duration of the contract,— selection and provision of learning resources, such as multimedia and e-learning products,— supporting online communities of practice,— definition of learning paths,— the contractor might be asked to perform some administration tasks in support of these capacity-building activities.Moderation of events:In some events, the contractor can be asked to provide onstage moderators or masters of ceremony. Their main role is to introduce and link the main steps of those events, for example: introduction of the programme and of speakers, moderation of panels, interaction with the audience, or logistical announcements.Mix of several services:Some projects can take multiple forms and include a mix of all services.
