Description	Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle valueprocedure. The service is meant to support DG REFORM staff in developing and consolidating skills and expertise for designing, implementing, monitoring and evaluating technical support projects. The service will involve tailored consulting sessions to support policy officers on-the-job during the identification and design of new projects to design the project specific logical framework matrix. It will also aim to set up specific processes and procedures to evaluate groups of projects which share many particularities. Finally, the service will comprehend the production of an interactive guide with practical steps to be performed in any phase of the evaluation.
