International benchmarking of the digital transformation
Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle valueprocedure.
This study shall compare the EU's digital performance with at least five other countries: the USA (a subset of relevant States may be considered), South Korea, Japan, the United Kingdom and China. Two additional countries must be proposed by the successful tenderer and the final scope of countries must be agreed with the Commission at the inception meeting.
The study shall follow the four cardinal points of the Digital Decade Policy Programme (DDPP). The Commission is currently finalizing the definition of the KPIs to measure the targets of the DDPP and will inform at the inception meeting the successful tenderer about the state of play of the KPIs. The study must align as much as possible to the DDPP KPIs or find alternative indicators that are as close as possible to the DDPP KPIs.
In particular, the study shall provide a quantitative analysis comparing the EU with each of the study countries for all the targets, where relevant and comparable data exist. Where possible, the study shall also include in the analysis as many DESI indicators as possible.
The study shall also develop a qualitative analysis for each study country, describing any relevant national strategies, targets, policy initiatives and funding programmes related to digitalization. In particular this analysis should identify the key strengths and weaknesses of these countries with respect to the Digital Decade targets and learn about best practices (successful policies, strategies, actions), where applicable. A comprehensive analysis should be carried out that allows for fact-based comparisons with the EU. Key drivers of successful strategies and most important policy developments should be identified.
