EEA/STR/23/001 - Towards a robust conceptualization, mapping and analysis of just sustainability transitions
Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle valueprocedure.

The European Environment Agency (EEA) wishes to enter into a framework service contract with a service provider to further elaborate a framework for just sustainability transitions, as well as identify adequate mapping and assessment strategies for policies, instruments and processes in terms of both their justice and sustainability outcomes, in different production-consumption systems and at different scales. Based on the conceptual framework and policy analysis developed in previous EEA work, the future contractor shall further conceptualize and identify to what extent different sustainability transitions pathways can be considered just, and identify different sources of data (EEA, Eurostat, others, etc) that can be leveraged to assess justice. The work shall include desktop research, case study analyses data identification, as well as interactions with EEA staff, European policymakers, EIONET members and other researchers.

Conditions for participation
The EEA can only sign a contract with an entity that has access to the market. Currently, this applies to natural and legal persons from one of the 32 EEA member countries and to all natural and legal persons established in a third country that has a special agreement with the European Union in the field of procurement on the conditions laid down in that agreement. At this point in time, tenderers established in one of the following countries are eligible: EU-27, Iceland, Liechtenstein, Norway, Switzerland and Turkey; under the stabilisation and association agreements: Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, Serbia and Kosovo under the UN Security Council Resolution 1244/99.
