Ex-Ante publicity notice for a service contract for a study “Review of the potential for release of nanoparticles from articles with embedded nanomaterials and the toxicity of the released nanoparticles”
The European Union Observatory for Nanomaterials (EUON) aims to improve the transparency of information on the safety of nanomaterials and related markets. One of the main ways to achieve this objective is by running studies to address important knowledge gaps on nanomaterials. There is an increasing number of marketed products (including articles) containing nanomaterials. Most of the efforts in nanomaterial testing focus on the nanomaterials as manufactured (i.e., the so called “pristine nanomaterial”). However, the general population and the environment will normally not be exposed to the pristine nanomaterial on its own but as part of a product. The exposure will arise from the release of the nanomaterial during the product’s use or disposal and because of the weathering of it. It is generally expected that the nanomaterial released will be different from the pristine nanomaterial as it will normally be accompanied by fragments of the matrix it was embedded in and because its possible transformation in the life cycle. This means that the (eco)toxicological profile of the released nanomaterial may differ as well. The study aims to conduct a systematic literature review to examine and collect data on how and in which form different manufactured nanomaterials are released from articles and the (eco)toxicology/fate of the released nanomaterials. The study should also cover the potential release of the nanomaterials from different products (e.g., paint, sunscreen) and matrices (e.g. solid matrices, suspensions etc.). Maximum amount of the contract: 60 000EUR.

Conditions for participation
• Participation in ECHA’s call for tenders is open on equal terms to all natural and legal persons registered and with legal personality in the Member States of the European Union as well as to international organizations. • It is also open to all natural and legal persons established in a third country which has a special agreement with the European Union in the field of public procurement on the conditions laid down in that agreement. This procedure is, however, not covered by the Government Procurement Agreement (GPA). • The rules on access to procurement do not apply to subcontractors. Subcontracting may not be used with the intent to circumvent the rules on access to procurement. • Tenderers must ensure that none of the involved entities are subject to EU restrictive measures adopted under Article 29 of the Treaty on the European Union (TEU) or Article 215 of the Treaty on the Functioning of the EU (TFEU). The prohibition applies throughout the whole performance of the contract. Candidates which do not fulfil the above-mentioned conditions may not be invited to participate to the following invitation to tender.
