Title	EEA/BHR/R0/23/002 - Support to EEA output as part of the implementation of the ecosystem accounting module of Regulation (EU) 691/2011
Description	Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle valueprocedure. The European Environment Agency (EEA) wishes to enter into a contract with a service provider to support the agency with tasks related to the implementation of the ecosystem accounting module such as: • Support an update of EEA ecosystem extent accounts to align them with Level 2 (and level 3 where feasible) of the EU accounting ecosystem typology; • Support the development of workflows and tools that ensure the consistent, regular and timely production of EU wide ecosystem extent and condition accounts that are comparable in space and time; • Help EEA explore and test options for new Copernicus downstream products that help to develop and expand ecosystem accounting at EU-level, including their analytical interpretation.

Access to procurement

The EEA can only sign a contract with an entity that has access to the market. Currently, this applies to natural and legal persons from one of the 32 EEA member countries and to all natural and legal persons established in a third country that has a special agreement with the European Union in the field of procurement on the conditions laid down in that agreement. At this point in time, tenderers established in one of the following countries are eligible: EU-27, Iceland, Liechtenstein, Norway, Switzerland and Turkey; under the stabilisation and association agreements: Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, Serbia and Kosovo under the UN Security Council Resolution 1244/99.
