Interplay between the EU ETS registry and the post-trade infrastructure in the financial markets, and transparency in the carbon market.
The contractor will provide technical analysis (including analyses of impact where indicated) and advice to the Commission on the following issues:1. interplay between the single EU ETS registry, the post-trade infrastructures in the financial markets and advice on the merits and modalities of extending the Financial Collateral Directive to emission allowances;2. technical elements to be covered in delegated acts on trade transparency (pre- and post-, for trading venues and systematic internalisers) envisaged under the proposed Markets in Financial Instruments Regulation (MiFIR proposal) to the extent such acts deal with emission allowances and their derivatives;3. technical elements (in particular the materiality threshold) to be covered in a delegated act on disclosure of inside information by market participants concerning emission allowances as envisaged under the proposed Market Abuse Regulation (MAR proposal).The contractor shall contribute, in accordance with the instructions of the Commission, to the preparation of a stakeholder consultation. Performance of the contract will also involve the contractor's participation in meetings and teleconferences.
