Impacts of REACH authorisation.
This study intends to obtain evidence of the measurable effects (both positive and negative) of authorisation. To this end, the contractor should gather evidence about the costs and benefits for companies, the authorities, society and the environment. The benefits should include in particular those from the substitution of SVHCs by less hazardous substances or technologies and/or from better control of risks where they continue to be used because alternatives are not suitable or available. The study will contribute to the preparatory work for the REACH report 2017 and should be carried out taking into consideration the roadmap developed by the Commission for that purpose as well as following the European Commission's guidelines for evaluations. In this context, the study should provide insight on the effects of authorisation and identify unnecessary administrative burdens. This service contract should go more in-depth to identify and quantify the effects of authorisation.
