Title	Bus and truck drivers from third countries
Description	Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle valueprocedure. All EU countries are affected by an acute shortage of bus and truck drivers. Professional bus and truck drivers in the EU need to have a certificate of professional competence (CPC). In accordance with Directive (EU) 2022/2561, drivers from 3rd countries obtain the necessary qualification in the Member State where the undertaking employing them is established or in the Member State that issued a work permit to them – often by having to follow 280 hours courses and by passing a test. This project contains three tasks: (1) A survey among competent national authorities and other relevant stakeholders in Member States is to be carried out to find out about best practices regarding the employment of third-country drivers; (2) The study looks at the requirements to obtain a driver CPC in 25 third countries each for truck and for bus drivers (12 non-EEA ECMT countries (for truck drivers), 10 non-EU Contracting Parties of the Interbus Agreement (for bus drivers), the 7 countries participating in the EU Talent Partnership Programme and other countries at the choice of the tenderer), compares them with the requirements in the EU in accordance with Directive (EU) 2022/2561 and identifies the missing elements. (3) Towards the end of the project, a workshop will be organised in Brussels where the results of the project will be presented to a wider public. Participation in this call for tenders is also open on equal terms to natural and legal persons established in a third country.
