Title	Annual review of Member States' greenhouse gas inventories under the Effort Sharing Decision.
Description	The primary objective of the service contract is to support the annual review (in particular its second step) of Member States' greenhouse gas emission inventories under the Effort Sharing Decision (ESD) and Monitoring Mechanism Regulation to ensure that the Commission has accurate, reliable and verified information on annual greenhouse gas emissions in order to determine compliance with the ESD targets. A secondary objective of the service contract is to build capacity of selected Member State experts with a view to strengthening Member States' greenhouse gas inventory reporting and preparation of the yearly reporting and compliance cycle.
