Support study for developing a method for assessing data from the disclosure obligation on the destruction of unsold consumer products and for the definition of product-specific or sectoral bans
Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle valueprocedure.

The aim of this contract is to provide an analytical framework/methodology for the assessment of information on destruction of unsold products and the lifecycle environmental impacts of this practice, to be used for future impact assessments which can lead to a ban of this practice for a specific product groups. The analytical framework for the assessment of information on destruction of unsold products should take into account the information that is required to be disclosed under paragraph 1 of Article 20 of the ESPR proposal: the number of unsold consumer products discarded per year, differentiated per type or category of products; the reasons for the discarding of products; the delivery of discarded products to preparing for re-use, remanufacturing, recycling, energy recovery and disposal operations in accordance with the waste hierarchy as defined by Article 4 of Directive 2008/98/EC. Therefore, the specific objectives of this project are: i) Analysis of industry-wide practices (understanding the prevailing trends and practices related to the destruction of unsold products in various sectors (e.g. textile, ICT, etc.) and collection of data on the destruction of unsold consumer products by consulting stakeholders/economic operators). The research should provide information on the reasons and economic drivers for destruction. ii) Develop an analytical framework for the environmental impact assessment and life cycle management (evaluating the environmental impacts of product destruction and understanding their life cycle management). iii) Drafting the format for the disclosure of the information about destruction of unsold products. iv) Develop a methodology to assess the benefit of putting a ban in place v) Testing the analytical framework. vi) Producing a report that include all the findings and methodologies developed.
