2016 transport statistics.
The provision of services to support the implementation of the relevant EU statistical regulations (road freight, aviation, inland waterways and rail) by improving the quality of data management and dissemination as well as to support Eurostat in data managing transport safety data. The statistical services forming the subject of this invitation to tender are divided into the following lots: lot 1: quality review of transport statistics and development of indicators; lot 2: support for the management of transport safety data; lot 3: restructuring of road freight statistics management system.

Lot 1
Quality review of transport statistics and development of indicators
The objective of this lot is to review the quality of transport statistics collected by Eurostat and to develop, produce and document high quality policy relevant transport indicators.
Lot 2
Support for the management of transport safety data
The objective of this lot is to provide Eurostat with support on the further implementation of transport safety statistics, including assistance for data management, statistical analysis and methodology, quality control, validation and dissemination of the data. Support is also required for analysing and publishing data. It is not envisaged for the contractor to carry out software developments, but to critically evaluate the concerned statistical production systems and their integration under TRIS, the new transport information system, and to provide support for improving the IT implementation.
Lot 3
Restructuring of road freight statistics management system
The overall objectives of this lot are: — analyse the adequacy of the current system to meet the requirements of the relevant legislation as well as the needs of the Transport Statistics Unit and propose improvements on all aspects of the process, including the handling of microdata by IT, — produce detailed specifications for a restructured, fit for purpose database system, simpler, more flexible and transparent. It is not envisaged however that the contractor will carry out software developments.
