Study on service portfolio development and implementation of the ‘service desk’ component of the CEF automated translation platform - SMART 2016/0103.
The study will carry out an analysis of the European language technologies (LT) market providing qualitative and quantitative information on LT for both supply and demand side and identify potential gaps; assess use of LT services, including services provided by MT@EC/CEF eTranslation, by public services in the EU and in the individual Member States; and define CEF eTranslation position and value proposition in the context of the European LT market/ecosystem. The study will contribute to the development of the service portfolio of the CEF automated translation platform, towards an infrastructure which is a ‘multilingualism enabler’ (beyond simple translation) for CEF DSIs, online services linked to CEF DSIs and other relevant public online services. It will also inform potential policy development activities.

Lot number Title Description
Lot 1 Study on service portfolio development and business case for CEF automated translation The objective of this study is to carry out an analysis of the European language technologies (LT) market providing qualitative and quantitative information on LT for both supply and demand side and identify potential gaps; to assess use of LT services, including services provided by the European Commission (MT@EC /CEF eTranslation), by public services in the EU and in the individual Member States; and to define CEF eTranslation position and value proposition in the context of the European LT market/ecosystem. In the longer term, the results of the study shall contribute to the planning of the service portfolio development of the Connecting Europe Facility (CEF) Automated Translation platform and inform potential policy development activities.
Lot 2 Implementation of the ‘service desk’ part of the CEF automated translation platform and a programme support action The overall objective of the actions under this lot is to contribute to the development of Connecting Europe Facility (CEF) automated translation as ‘multilingualism enabler’ (beyond simple translation) for CEF digital service infrastructures (DSIs), online services linked to CEF DSIs and other relevant public online services. The specific objectives of the tender are the following: (1) to gather additional needs of CEF DSIs, public services and infrastructures linking to CEF DSIs and other services with cross-border/pan-European relevance on automated translation services (also beyond machine translation alone); (2) to analyse the range of services which could extend CEF automated translation, including how they could be connected and offered as part of/within CEF automated translation to its user base in a sustainable way; (3) to support CEF DSIs and related systems with view to maximising their use of CEF automated translation services (to advise and provide technical assistance to CEF DSIs and connected systems on automated translation services available through the platform).
