Land use/cover area frame statistical survey (LUCAS) 2018 - agro-environmental survey: field work, technical assistance and quality control.
This invitation to tender covers the provision of services to support and implement the LUCAS (land use/cover area frame statistical survey) 2018 survey, in order to improve the availability and quality of the land cover/use statistics. Main tasks are (i) 'in situ' survey; (ii) the photointerpretation campaign; (iii) help desk, technical assistance and external quality control; (iv) hosting, maintenance and help desk for the data collection IT tool; (v) training and help desk for the grassland module and a full vegetation survey. — For lots 1 to 5, the amount indicated in II.2.6) is the maximum amount for the entire duration of the contract. — For lots 6 to 9, the amount indicated in II.2.6) is the estimated total value for the entire duration of the contract.

LUCAS 2018 — survey in Belgium, Spain, France, Luxembourg, Netherlands and Portugal
The objectives of lot 2 are to prepare the survey for LUCAS 2018, to collect data on land cover, land use and selected agri-environmental issues, through field visits and through photointerpretation and to control this data in the office. LUCAS 2018 — survey in Bulgaria, Czech Republic, Denmark, Germany, Estonia, Latvia, Lithuania, Hungary, Austria, Poland, Romania and Slovakia
The objectives of lot 3 are to prepare the survey for LUCAS 2018, to collect data on land cover, land use and selected agri-environmental issues, through field visits and through photointerpretation and to control this data in the office. LUCAS 2018 — survey in Greece, Croatia, Italy, Cyprus, Malta and Slovenia
The objectives for lot 5 are to prepare the survey for LUCAS 2018, to collect data on land cover, land use and selected agri-environmental issues, through field visits and through photointerpretation and to control this data in the office. Lot 6
LUCAS 2018 — technical assistance and quality control
The objectives of lot 6 are to: (i) prepare the launching of the LUCAS 2018 survey; (ii) provide training to project managers of the lots 1–5 and the surveys and to the project manager of lot 8, in coordination with the contractor of lot 7 and with the Commission as far as the training on the LUCAS grassland survey is concerned; (iii) provide technical assistance and quality control services to the Commission and the survey contractors (lots 1–5) carrying out the LUCAS survey in 2018. In this lot the data quality control services cover the quality check of the data collected in the LUCAS 2018 field survey and the LUCAS 2018 photointerpretation campaign carried out by the contractors of lots 1–5. Please note that the timing of all tasks in this lot will depend heavily on the progress in lots 1–5, which in turn will depend on the contractual and climatic conditions. Out of the total number of points assessed by lots 1–5 (‘in situ’ points and photointerpreted points) the contractor of lot 6 will do the following controls: — check a maximum of 10 000 ‘in situ’ photointerpreted points, — check 76 660 points that have been visited in the field, — additional check of 20 000 pictures for anonymisation, — check 25 000 points from the photointerpretation campaign.
Lot 7
LUCAS 2018 — DMT — hosting, maintenance and help desk
The objectives of lot 7 of LUCAS 2018 are to: (i) host the IT infrastructure for data entry, the central storage and management of data and file flows within the several levels of the LUCAS 2018 survey; (ii) guarantee technical assistance and help desk on LUCAS DMT 2018 for the duration of the LUCAS 2018 survey (January 2018 to June 2019). The infrastructure will be used by approximately 700 surveyors and 200 quality controllers in regional and/or central offices in up to 28 European countries (lots 1–5), by external quality controllers (lot 6) and by the European Commission. In the LUCAS 2018 survey there are a total of 337 855 points to be assessed. Between 200 000 and 249 999 points are to be assessed ‘in situ’. The remaining points are to be assessed through photointerpretation. Adequate IT and communications infrastructure is needed to accommodate storage and transmission of data and files for all the countries. Technical assistance includes support and corrective maintenance.
Lot 8
LUCAS 2018 — training and help desk for the LUCAS 2018 specific module on grassland
The objectives of lot 8 are: (i) training on the LUCAS grassland module for the supervisors and surveyors of lots 1–5 to take place in the countries; (ii) help desk specifically for LUCAS grassland module active during the period relevant for this assessment. The number of grassland trainings per lot is: 2 for lot 1, 8 for lot 2, 10 for lot 3, 3 for lot 4, 5 for lot 5. The actual data of the trainings has to be coordinated with lots 1–5. 1 training lasts at least half a day.
Lot 9
LUCAS 2018 — full vegetation survey
Because the LUCAS grassland module is a new development it is necessary to assess the quality of the data collected during the implementation of the LUCAS grassland module through a full vegetation survey, done by grassland experts. This assessment will take place in parallel to the LUCAS 2018 survey on a sub-sample of the points where the LUCAS grassland assessment takes place shortly after the LUCAS surveyor has assessed the LUCAS point. It is expected that a grassland expert visits 3 points per day on average, as the distance between the different areas can be important. The total number of grassland points to be sampled is 747.
