Title	Service contract regarding a study on development of the North Seas offshore energy potential - a cluster-based approach.
Description	The aim of this study is to: (i) demonstrate the potential value of developing a cluster approach; (ii) assess the plans for investment in RES and the offshore grid, and the potential for cost reduction of technology; (iii) examine the differences and commonalities of the regulatory frameworks for RES and grid investments and identify concrete measures to overcome any obstacles; and (iv) establish an (individual) action plan for each cluster for the optimal, and where appropriate combined, development of offshore RES, the offshore grid, and, where applicable, other relevant elements of an offshore energy system. These action plans should begin a process of ‘cooperative competition’ within the clusters to bring advances of scale, interconnection and cooperation. They should also suggest ways to mitigate cumulative environmental impacts on the North Seas and suggest where these offsets may be coordinated across borders by Member States.
