Title	Study on 'Inventory of case-law in electronic communications' - SMART 2013/0018.
Description	The study will need to develop concepts for and assess feasibility and cost of setting up and maintaining a (multilingual) database of national appeal decisions and its management, including language issues, through the outsourcing of its handling (including establishment and maintenance). The demand for such a database shall be in particular explored and substantiated. Such a database would need to be multilingual and should provide user-friendly keyword access (and access by articles of the regulatory framework) to information both in English and in the language of the decision. It would comprise decisions on appeal (all instances) against decisions of national regulatory authorities. Full text of a decision and a short description in English must be available. The description must comprise at least the legal basis of the decision and the main reasoning of the court. The database should also provide comparable statistical data on the subject matter of appeals, their number, duration of appeal proceedings and outcome/success ratio.
