Title	Technical assistance related to assessing the competitiveness, innovation and SMEs' impacts in the context of socio-economic analysis under REACH.
Description	REACH introduces a new dimension in assessing the proportionality of chemical risk management measures by introducing the element of a socio-economic assessment. This requires taking into account, among others, business impacts on European industry. However, far more elaborate methodologies have become available for assessment of such impacts. This study will analyse how available approaches — such as SME proofing and a competitiveness test (modules of Commission impact assessment methodology), should be more fully taken into account in the socio-economic assessment within the REACH framework. 1 mechanism to achieve this could be through updating the guidance to include the outputs of the study. The expected result of the study is a set of additional tools to be used by the Commission and ECHA services engaged in the assessment of proposed chemical risk management measures.
