Title	LULUCF implementation guidelines and policy options.
Description	This work must deliver detailed and comprehensive guidance to Member States on how to fulfil reporting and accounting obligations under new legislation (http://register.consilium.europa.eu/pdf/en/13/pe00/pe00002.en13.pdf) for land use, land use change and forestry. The guidance must take into account existing data availability, and develop templates for a variety of solutions to the accounting obligations, keeping in mind the current main strategies and approaches used within the EU.In addition to guidance, the work done must assess and quantify cost and availability of data at Member State level, relevant to the obligations. This assessment will be made in the framework of policy options or scenarios. It should make recommendations for data enhancement, where relevant, and use cases to illustrate good practice.
