Studies in the field of trafficking in human beings - Lot 1, 2 and 3
The aim of the studies is to:— systematically review the functioning of national and transnational referral mechanisms in all the EU Member States,— calculate the economic, social and human cost of trafficking in human beings within the EU and not globally,— examine the impact of the EU approach to combating trafficking for sexual exploitation, and promote the sharing of best practices among EU countries.These studies were identified by the commission as some of the key actions in the 2017 communication in order to support the work of the Member States, stakeholders and the European commission in this area.

Lot 1
Study on “Reviewing the Functioning of Member States' National and Transnational Referral Mechanisms"
The study is expected to:— give an overview of the situation in all EU Member States as to the functioning of the national and, where relevant, transnational referral mechanisms,— provide good practices, models and examples of the functioning of national and transnational referral mechanisms,— provide specific recommendations with respect to improving the functioning of the national and transnational referral mechanisms for the interest of the victims, with a view of helping Member States when implementing the Directive 2011/36/EU and advising the European Commission.
Lot 2
Study on “The Economic, Social and Human Costs of Trafficking"
This study must:— deliver a comprehensive literature review on economic, social and human costs of trafficking, taking into account information and methodologies where available in EU Member States. This must include relevant estimations expressed in Euros,— result in a critical analysis of available models and methodologies and provide recommendations as to possible methods to be used in the EU,— take into account available literature and specifically the study commissioned by European Institute for Gender Equality entitled “Study on methodology options and economic analysis of the costs of Gender-based Violence (GBV) in the European Union” and the United Nations Office on Drugs and Crimes background paper, An Introduction to Human Trafficking: vulnerability, impact and action (2008),— focus on trafficking in human beings and not violence in general or only on violence against women. This being said the study must demonstrate a gender specific approach and ensure gender is mainstreamed throughout its analysis,— approach trafficking in human beings as a serious form of crime and of violence against women and girls. All forms of exploitation in the context of trafficking in human beings must be equally addressed.

Study on “The Impact of the EU Approach to Combating Trafficking for Sexual exploitation"
The study must:— provide an in-depth critical legal analysis of how is trafficking for sexual exploitation addressed in EU legal instruments,— deliver a critical and balanced assessment of how is trafficking for sexual exploitation addressed in the EU policy framework by examining instruments adopted by various EU institutions and agencies,— provide a critical and balanced analysis of the manner and extend that the EU legal and policy framework affected national policies and praxis,— deliver a critical and balanced analysis of strengths and weaknesses of the EU legal and policy framework on addressing for sexual exploitation,— take into accounts the findings of the study on the gender dimensions of trafficking in human beings, the study on the comprehensive policy review of anti-trafficking projects funded by the European commission and the users report.
