Description	The General Secretariat of the Council of the European Union (GSC) is seeking to renew its framework contract for provision of software as a service for a Digital Subscription Management System (DSMS).The purpose of this call for tenders is the establishment of a framework contract with one supplier to configure and deliver a new Software-as-a-Service (SaaS) based DSMS, in order to maintain and expand the communication efforts tailored towards our stakeholders.The framework contract resulting from the present procedure will cover the performance of a number of assignments in order to develop and implement the new DSMS for the GSC.
