Assessment of the first years of the functioning of the new allocation system based on benchmarks.
The EU emissions trading system (EU ETS), launched in 2005, is a cornerstone of the European Union's policy to combat climate change and its key tool for reducing industrial greenhouse gas emissions cost-effectively.A major revision was approved in 2009 in order to strengthen the system. The third phase of EU ETS, running from 2013 to 2020, has brought significant changes as compared to phases 1 and 2. Since 2013 the EU ETS is based on rules which are far more harmonised than before.The study is to document the impact of the benchmark-based harmonised allocation system on European industry. The aim is also to assess if the rules applicable in the third phase of EU ETS have changed the behaviour and trade and investment patterns of the industries covered by the ETS.
