RPAS VTOL Services for Emissions Monitoring from Land and from Vessels
Description
The objective of this call for tender is to contract remotely piloted aircraft systems (RPAS) vertical take-off and landing (VTOL) services in the civil maritime domain in support of emissions monitoring activities and capable to provide general maritime surveillance functions when needed. The provision of cost-efficient RPAS services should include assets and relevant expert staff to maintain and pilot the RPAS and operators to interpret data as well to provide, capture and disseminate the data.

Lot 1
VTOL RPAS for Emissions Monitoring with Long Endurance
The objective of lot 1 is to provide RPAS emissions monitoring services by targeting vessels in their transit through main European sea routes. RPAS contracted under this lot will be VTOL aircraft with enough range to be able to reach the area of interest (sea routes/shipping lanes) taking-off from land (take-off from vessels could be offered but not as a unique option).
Lot 2
Lightweight RPAS for Emissions Monitoring
The objective of lot 2 is to provide RPAS emissions monitoring services to support enforcement of the sulphur directive, but in smaller areas, with a system with a more limited range. This service can be covered with smaller RPAS flying from land and from vessels.
