Study on Technical Solutions to Ensure Compatibility, Interoperability, Quality, Reliability and Continuity of Emergency Communications in the Union
Directive 2018/1972 obliges the EC to adopt delegated acts to ensure effective access to emergency services through the single European emergency number ‘112’. The study will provide information on existing and potential future technical solutions and standards concerning caller location information (modes of transmission, routing), equivalent access for end-users with disabilities (equivalence requirements, various means of access) and routing to the most appropriate Public Safety Answering Point (for various means of access, and including in roaming). The study will identify the technical and economic feasibility of EU-wide interoperable solutions to ensure emergency communication to all, including when travelling within the EU. It will feed into a conceptual basis for the delegated act(s) by assessing the role for EU-level coordination, solutions and infrastructure, as well as regulatory gaps and need for regulatory intervention for the effective implementation of the solutions.
