Development of a multimodal schedule-based route planner application
Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle valueprocedure.

The aim of this contract is to obtain a multimodal schedule-based route planner application built upon the current version of one of the open-source tools currently available. The new version of the tool must fulfil the following requirements: • Ability to perform trip planning and routing analysis based on transport schedule data. The tool must be able to work with either GTFS or NeTEx data. • Ability to validate input data, checking for errors related to incompleteness, inconsistency or incorrectly formatted data. • Ability to run any route planning queries in batch mode. • Ability to produce an output consisting of an Origin/Destination matrix of travel times. • Ability to accept optional input parameters to any queries. In particular, the ability to accept the parameters: o Maximum travel time o Maximum number of transfers • Ability to cope with queries that can cover, at least, the following countries together: all EU-27 countries + UK + Norway + Switzerland. • Ability to provide result analysis and visualisation capabilities. • Ability to optionally use OpenStreetMap for any queries. For calculations over large areas (multi-country level), the use of OpenStreetMap may not be adequate due to the OSM file size. • Ability to carry out simulations at, at least, EU-27 level with reasonable resources in terms of ICT infrastructure and computation time.
