Study on economic and social impact of repurposing the 700 MHz band to wireless broadband services in the European Union - SMART 2015/0010.
The objectives of this study are:— to explore the costs of transition of DTT networks upon release of the 700 MHz band in line with a likely EU roadmap; this should cover network equipment upgrade to next-generation technology and topology, network reconfiguration, including frequency re-planning and any simulcast period, cross-border coordination and other relevant aspects,— to explore the cost for transition of PMSE equipment to new frequencies within the UHF band or to other bands,— to explore the cost of communication campaigns to citizens,— to explore the cost for consumers and citizens to adapt or upgrade TV receiver equipment such as antennas and TV sets,— to explore the cost implications for radio broadcasting,— to assess the impact on the availability and quality of TV programmes to citizens after release of the 700 MHz band,— to give an overview of best practices for cost compensation in conjunction with state aid rules,— to propose EU-level measures facilitating transition while mitigating negative socio-economic impacts.
