Study on Access to Essential Services: Evidence from EU Member States
The objective of this study is to contribute to filling the existing knowledge gap and to advance the understanding of the situation in all Member States for each of the six services listed in Principle 20 of the European Pillar of Social Rights (EPSR) – water, sanitation, energy, transport, financial services and digital communications. The contractor shall develop for each EU Member State a fiche on access to essential services. This fiche should provide a mapping of the services that are considered essential in the given Member States. The contractor shall elaborate a synthesis report with the analysis of the situation at EU-27 level and comparison between Member States. And based on the information collected draw conclusions for the EU level on main barriers, drivers and identify examples of good practices and policy measures.
