Increasing the reliability of sub distribution frame rooms in the Louise Weiss (LOW), Winston Churchill (WIC), Salvador de Madariaga (SDM) and Pierre Pflimlin (PFL) buildings of the European Parliament in Strasbourg.There are 88 sub distribution frame rooms for all the European Parliament's buildings in Strasbourg.These rooms are divided up as follows:— Louise Weiss Building:Tower: 36;ERP: 37,— Winston Churchill Building: 8,— Salvador de Madariaga Building: 4,— Pierre Pflimlin Building: 3.The aim of this project is to:— provide the electrical power in the sub distribution frame rooms necessary to operate the facilities of the Directorate-General for Innovation and Technological Support (DG ITEC).Said electrical power to be provided must include a 25 % extension margin requested by DG ITEC. There will be a new distribution for the ripple and 'normal/backup' power supplies of the power distribution units (PDU) of the racks. No other element shall be connected to this new distribution,— provide the air-conditioning power necessary to attain the correct temperature in the sub distribution frame rooms in accordance with DG ITEC guidelines.During the air-conditioning works, tenderers must adopt an operating procedure which enables the redundant air-conditioners to keep running until the new main air-conditioners are started. This operational procedure will need to be outlined in the technical description.Should both air-conditioners (main and redundant) be stopped, tenderers must ensure that, while said air-conditioners are stopped, the desired temperature in the sub distribution frame rooms undergoing work is maintained by any means they consider useful (for example: setting up temporary mobile air-conditioners).Tenderers must designate 1 person responsible for ensuring permanent staffing during periods of plenary sessions for the entire duration of the works.This person must respond immediately in the event of any technical failure in the sub distribution frame rooms undergoing work to ensure uninterrupted service during the sessions; said person must have full knowledge of the works under this contract.Tenderers will be tasked with preparing an overview of the plans for all chapters and will need to provide said plans as from the construction plans assignment.The contract performance period is set at 374 working days, including withdrawal of reservations, from the date of dispatch of the instructions.
