Study providing an operational concept for a European Cancer Digital Centre
Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle valueprocedure.

The EU Mission on Cancer aims jointly achieve with the Europe’s Beating Cancer Plan an ambitious overall goal to improve the lives of more than 3 million people by 2030 through prevention, cure and for those affected by cancer including their families, to live longer and better. In the field of quality of life, the Mission foresees the creation of a European Cancer Patient Digital Centre (ECPDC). This virtual centre would allow patients and survivors to access their own clinical data, to deposit clinical and patient reported health data in a standardised, ethical and interoperable manner, and share their data with healthcare professionals and researchers in a secure way. The overall objective of the contract will be to provide a detailed concept for this virtual European Cancer Patient Digital Centre, including an assessment of its feasibility, utility and sustainability. The ECPDC will be a federated network of national infrastructures of patient-controlled health data, enabling the voluntary exchange of patients and survivors’ health data in a standardized approach, for primary and secondary use. Concerning the data access functionality, the ECPDC will be built in connection with existing and planned EU initiatives on health data, in particular the future European Health Data Space and the European Open Science Cloud. The concept shall be based on existing expertise at the EU (https://tehdas.eu) and national level and on EU- and Member State/Associated country-tailored procedures for access, use and re-use of patient data, including the application of the General Data Protection Regulation (REGULATION (EU) 2016/ 679 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL) at national level. In particular, it shall take account of existing national patient-controlled health data centres or networks in Europe and possibly also in third countries. The study will assess potential of utilising existing and planned federated infrastructure at EU and Member States’ level for providing functionalities and contributing to ECPDC and what additional solutions are needed for planned functionalities being available. The study will propose a design for implementing main functions of ECPDC: 1) access by patients, survivors and their families and caregivers to general and tailored information on treatment and care; 2) access of patient to their own clinical data (integration with Cancer Survivor Smart Card and other initiatives); 3) possibility of collecting and sharing patients and survivor's outcome data. Maximum budget for the contract is 139.000 EUR. The estimated date for launching the procedure is September/October 2022 and the estimated duration of the contract is 8 months. It is possible to express interest as an individual organisation or a consortium. Note, that an expression of interest shall not convey any legal right or create a legitimate expectation of award of contract.
