Support for developing the type approval of hydrogen internal combustion engines (H2 ICE) for HDV applications.
Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle valueprocedure.

Objectives and tasks Currently H2 ICEs HDV cannot be type-approved yet for their pollutant emissions and fuel consumption. This makes the marketing of these engines on a larger scale impossible. In addition, such emissions type-approval is a precondition for including HDVs operated with H2 ICEs into VECTO simulations. The latter task is currently being developed under a different contract by the Technical University of Graz (TUG) and should be finalised until the end of 2022. The Commission therefore has launched already in 2019 a task force preparing amendments to UNECE Regulation 49 in this respect. The work has been interrupted due to the COVID pandemic since vehicle testing was not possible for a certain period, but has been relaunched in July 2021. The JRC, in collaboration with several vehicle, engine and test equipment manufacturers, is now leading a specific programme validating the relevant existing test procedures of UNECE R 49, which were essentially developed for diesel vehicles, for their application to H2 ICEs. The purpose of this contract is to prepare the necessary amendments to UNECE Regulation 49 as a formal document to be submitted to UNECE, in particular on the basis of the following elements: ‒ A first draft proposed by ACEA, which needs to be revised and critically assessed in close collaboration with the Commission ‒ Input from the test validation program led by the JRC ‒ The work for integrating H2 ICE vehicles into VECTO performed by TUG, e.g. for defining the requirements on H2 fuel consumption measurements and possibly other sources. The holder of the contract shall discuss the resulting draft document and finalise it with a group of stakeholders that will be constituted and conveyed by the Commission. Given the current situation it can be assumed that all meetings will take place online. The necessary communication tools and the online platform for exchanging documents (Circabc) will be made available by the Commission. The holder of the contract will also provide technical support for the processing of the amendments to R 49 at UNECE to the extent it is necessary, which will be compensated on a per-use basis.
