Τίτλος	Feasibility Study for the creation of a Quality Award on Vocational Excellence
Περιγραφή	Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle valueprocedure. The objective of the present consultancy assignment is to conceptualise and develop feasibility study on creation of a quality award for Centres of Vocational Excellence(CoVEs). The conceptualisation and the study will be fine-tuned and validated by a group of international experts in the area of VET excellence through a consultation process led and facilitated by the ETF. The process will include the following phases: Phase 1: Review Phase 2: Conceptualisation Phase 3: Development and testing Phase 4: Finalisation

Given the subject of the contract, participation in this procurement procedure is open to all natural and legal persons that are established (domicile or headquarters respectively) in the EU, the ETF partner countries (for the full list see the tender dossier or visit etf.europa.eu), Iceland, Norway and Liechtenstein and to international organisations. Tenderers must ensure that none of the involved entities are subject to EU restrictive measures adopted under Article 29 of the Treaty on the European Union (TEU) or Article 215 of the Treaty on the Functioning of the EU (TFEU). The prohibition applies throughout the whole performance of the contract. Please note that the EU Official Journal contains the official list of entities subject to restrictive measures and, in case of conflict, it prevails over the list of the EU Sanctions Map. For UK tenderers: Please note that you may not participate in this procurement procedure.
