Title	Framework contract for services related to policy development and implementation assessment of industrial emissions legislation.
Description	The overall objective of the framework contract will be to support the Commission in:1. analysing, evaluating and summarising information submitted by Member States on their implementation of the existing EU legislation and policy concerning industrial emissions, industrial accidents and mercury;2. evaluating and reviewing of (parts of) existing legislation and assessing the effects and environmental, economic and social impacts of existing and new policy and legislation. This explicitly includes assessing the benefits and cost implications of (parts of) the legislation or policy;3. developing new policy as and when required;4. sectoral profiling.This includes the collection and analysis of (large) data sets, the analysis of (implementation) reports submitted by the Member States, the assessment of current and future policies, the identification of management options at European, national, regional or local level including the assessment of their effectiveness, cost and benefits and means of implementation. It also includes summarising and communicating the findings in a clear and concise way that is suitable for informing policymakers as well as broader technical and non-technical audiences.
