Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle valueprocedure.

The BEREC Office aims to establishing and maintaining data set tool/platform for benchmarking exercises. Established self-service data exploration and preparation or data aggregation tool shall enable and perform such functionalities: 1-         Data import based on NRAs submissions; 2-         Data collection (storage for legacy data and historical values/imports); the tool shall be capable to handle versions. 3-         Data validation (unusual discrepancies, incorrect values/faulty scale, etc.); 4-         Calculations for certain indicators (easy to select form the drop-down menu and create a new manually). Based on abovementioned functionalities, the tool can produce pre-defined set of tables and figures. The tool shall allow modifications in case the template (or data fields) for the data collection is changed. Based on above-mentioned functionalities, the contractor shall: 1)    prepare data model description based on user requirements; 2)    develop the tool/platform with listed above functionalities, and 3)    provide maintenance and support service for 4 years.

Conditions for participation
Participation in this call for tenders is open on equal terms to all natural and legal persons coming within the scope of the Treaties as well as to international organisations. It is also open to all natural and legal persons established in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. Subject to the conditions of the agreement, the Contracting Authority can accept tenders from and sign contracts with tenderers from the countries, which are parties to: a) the European Economic Area agreement (EEA), i.e. economic operators established in the 27 EU Member States as well as Iceland, Norway and Liechtenstein; b) the Stabilisation and Association Agreement (SAA) countries, i.e. economic operators established in North Macedonia, Albania, Montenegro, Serbia, Bosnia and Herzegovina and Kosovo.
