Support to the Coalition of Trade Ministers on Climate
Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle valueprocedure.

The Coalition of Trade Ministers on Climate (the Coalition) was launched on 19 January 2023. It consists of over 50 Ministers of Trade representing a diversity of countries from all regions and levels of development. The Coalition seeks to provide high-level leadership and guidance to boost inclusive international cooperation on the nexus of climate, trade, and sustainable development. The Coalition is led by trade ministers from Ecuador, the European Union, Kenya and New Zealand (so called Co-Leads). The Co-Leads will serve for a term of two years that can be extended on an annual basis. The Co-Leads convene the Coalition meetings, guide the organization of the work and common policy directions, seek to enlarge the Membership, and represent the Coalition where necessary. The Co-Leads are entrusted to speak on behalf of the Coalition when necessary. To implement the actions in the Statement, the Members are expected to engage in dialogue on the trade, climate and sustainable development nexus; actively communicate on the Coalition’s objectives; raise awareness on the work domestically and in international fora; and participate in regional and other events, as appropriate, that promote the Coalition’s objectives, coordinating positions as appropriate. The project aims to support the Coalition work for six months. During this period, the Contractor will be required to organise several meetings: two at the Ministerial level, one at the senior official's level and support biweekly coordination meetings of the contact points of the Coalition co-leads. This may include but is not limited to the preparation of invitations, agendas, reports, and other necessary documentation; preparation of the run-of-show for the meetings; booking of meeting rooms with the possibility of a hybrid meeting and minimum catering. The Contractor will need to support communication activities and the necessary communication material around key meetings/events and maintain the Coalition's webpage. The Contractor will be required to prepare a discussion paper on trade climate and sustainable development. The detailed Terms of References are expected to be launched with a 4 to 5 week deadline for the submission of tenders, with an indicative maximum value of the contract of EUR 130,000. Work on the project is expected to start in October 2023 for a duration of six months after the signature of a contract.
