Quality of Service performance of roaming services and national 5G networks

“This study has two overall objectives: (i) Quality of service to assess compliance with the Roaming Regulation (EU) 2022/612: To assess the effectiveness of the quality of service obligations in the context of the review of the Roaming Regulation (EU) 2022/612. In order for the Commission to achieve the roaming review as mandated in the Roaming Regulation (EU) 2022/612 and to meet that specific legal requirement, the study will contribute to the assessment of the quality of roaming services. The study should include some measurements of the quality of service for domestic and roaming data services, including information such as the offered network technology and generations (2G, 3G, 4G, 5G), the typical download and upload speeds, latency, possibly handover quality, e.g. when crossing a country border. The quality of service of the data roaming services shall be compared with the domestic quality of service. In order to ensure the validity of the conclusions, this study will carry out measurements of the data roaming quality in a sufficiently large number of Member States. The study may also explore roaming patterns to better target the measurements. (ii) Assessment of the quality of national 5G services: To provide an indication of the overall quality of service for national 5G services in all 27 EU Member States, based on the systematic collection of data regarding national quality of service of 5G networks. The results will feed into the State of the Digital Decade 2025 and 2026 reports. The Digital Decade Policy Programme sets out a target for 5G connectivity for 2030: “all populated areas should be covered by a next-generation wireless high-speed network with performance at least equivalent to that of 5G”. The current 5G indicator included in the State of the Digital Decade Report measures the availability of the 5G service, not the quality of services. This study should complement the 5G indicator in this respect on a Member State level, by providing data on the quality of 5G services. The quality of service measured should include at least the following parameters: download and upload speeds and latency. Additional parameters, if relevant, are welcome. The number of measurements should be sufficient to ensure the statistical validity of the results (national summary). The contractor is free to propose the type of indicators that could best represent the overall quality of 5G service at national level.
