Title	Development of IT tools and functionalities for annual inventory reviews under the Effort Sharing Decision.
Description	The purpose of this contract is to develop an electronic information system facilitating the future reviews of Member States' greenhouse gas emission inventories in order for the European Commission to monitor Member States' compliance with their annual emission targets under the Effort Sharing Decision and progress towards their 2020 target.The contractor is expected to develop and maintain a review tool to assure reliable entry and cataloguing of review findings and questions identified in the course of the review, as well as to provide necessary functionality to allow the communication of questions to Member States and record their replies.The contractor is expected to develop the review tool within the operational IT environment of the European Environmental Agency as this agency will be assisting the Commission in the review of Member States' inventories.
