Description	The objective of this contract is to advise the Commission in its efforts to develop provisions for inspection of ships, sampling and analysis of marine fuels to ensure harmonised and comprehensive reporting on the sulphur content of liquid fuels falling under the scope of the Directive.In doing so, the purpose of this service contract is twofold:— to help the Commission to improve the quality of the reporting under the Directive,— to provide a tool to the Commission to better assess the implementation of the Directive in particular with regard to the entry into force of the 2015 SECA provisions.
