Title	Support to the Commission for the assessment of submitted National Implementation Measures (NIMs)
Description	The activities to be carried out under the contract consist in assessing the National Implementation Measures (NIMs) to be submitted by Member States to the Commission by 30 September 2019. The data in the NIMs has to be verified and potentially completed. In principle, data should be submitted using standard templates developed by the Commission. Nevertheless, in case non-harmonised data formats, the data shall also be evaluated and transformed into the standard template. Checks and assessment activities of the data shall be proposed to the Commission. In addition, based upon the data submitted by Member States in their NIMs, the contractor shall establish a database that is user-friendly, and is always accessible to the Commission for consultation. The benchmark values used for determining free allocation to installations and the level of free allocation for each installation shall be determined using the data provided in the NIMs and the provisions in the ETS Directive.
