Title	Comprehensive Review of Member States' Greenhouse Gas Inventories in 2020
Description	The primary objective of the service contract is to support the 2020 comprehensive review of Member States' greenhouse gas emission inventories and ensure that the European Commission has accurate, reliable and verified information on annual greenhouse gas emissions for the year 2005 and 2016 to 2018. This information will be used for the following purposes:— to determine the annual emission allocations for the year 2021 to 2030 under the Effort Sharing Regulation for all EU Member States, Iceland and Norway, and— to check Member States' compliance with their annual targets for the year 2018 under the Effort Sharing Decision.The secondary objective of the service contract is to build capacity of Member State experts with a view to strengthening Member States' greenhouse gas inventory reporting and preparation of the yearly reporting and compliance cycle.
