Study on biodiversity financing and tracking biodiversity-related expenditure in the EU budget.
Lack of financing was identified as one of the major sources of failure to reach the 2010 EU biodiversity objectives. The EU approach to financing environmental priorities is mainstreaming environmental objectives throughout the EU budget. This is, in particular, the case for biodiversity.The objective is to look at lessons learnt on biodiversity financing and tracking in the first months of the 2014–2020 budget, and to make recommendations for improvement in the coming period. The contract will include, in particular, the following tasks:Task 1. Biodiversity financing in the EU budget: an 'ex post' analysis of opportunities for biodiversity funding in the EU budget. Based on analysis of spending for biodiversity in the previous budget period (2007–2013), the contractor will also explore options for increased take-up, including through better absorption capacity.Task 2. Private financing: an in-depth analysis of concrete cases of payments for ecosystem services in Member States, analysing barriers encountered and possible solutions, including the organisation of a small and interactive workshop gathering a range of stakeholders representing different users of ecosystem services, as well as potential providers, together with government representatives, to explore lessons learnt from concrete case studies within the EU.Task 3. Tracking biodiversity-related expenses: the contractor will assess first experiences of biodiversity tracking in the main EU instruments, 'ex ante' and, in particular, at 'ex post' level.Task 4. Workshop on biodiversity financing to get feedback on lessons learnt and proposed ways forward for improvement, with a focus on the EU budget.
